Arc Flash Studies and Complete Electrical Engineering Services

AVO’s Electrical Engineering Division is a registered engineering firm. We analyze electrical systems to identify equipment applications that create electrical hazards. We identify the hazard levels and reduce the hazards, where possible. Our primary engineering studies include protective device coordination; short circuit analysis, load flow studies, transient motor starting analysis and arc flash incident energy analysis.

We have registered Professional Engineers, Electrical Engineers and Engineering technicians at our corporate office in Dallas. Our P.E.’s take care of review and approval on every project. Our E.E’s put the equipment data into engineering software and perform the studies. The Engineering Technicians handle on-site data collection on the electrical equipment.

We work with utilities, industrial and manufacturing plants, government and commercial facilities. In short, we aren’t industry specific and are qualified to analyze electrical systems in any type of facility. We use IEEE standards, the National Electrical Safety Code, and the Ralph Lee papers for engineering calculations.


Ryan Downey, P.E.

Electrical Engineering Manager

Ryan has more than nine years of engineering experience in the design, project management, and construction oversight of electrical, instrumentation and control systems for projects throughout the United States. His experience includes electrical, controls, and instrumentation design; power system analysis; protective device coordination; arc flash hazard assessments; short-circuit studies; harmonics system analysis and mitigation; energy audits; power factor correction; grounding and lightning protection; and construction inspections for various oil and gas substations, pump stations, terminals, and marine terminals, as well as experience with water/wastewater, and various commercial and industrial projects.

Ryan is a licensed Professional Engineer in Texas and multiple other states, as well as an active member of IEEE 1584 Subcommittee – Guide for Performing Arc-Flash Hazard Calculations, and IEEE P1814 Working Group – Safety by Design (Task Group 4).

Doug Finn

Engineering Sales Executive

Doug has over 16 years of sales experience and is skilled in electrical troubleshooting and the design and building of custom testing equipment. He has extensive knowledge of transformer and substation testing equipment and has Cable Fault Location skills and techniques. Doug’s many years of customer service include skills in technical consulting and sales, including 4 years as a Technical Sales Engineer with Megger. 
Dr. Douglas Lowe, Jr., P.E.

Senior Electrical Engineer

Doug has over 18 years experience in electrical power system analysis and design for low-voltage and medium-voltage power distribution systems through 15 kV. Power system analysis experience includes short circuit analysis, equipment evaluation, time vs. current coordination and selectivity, load flow, unbalanced single-phase, harmonic analysis, DC systems and arc flash incident energy analysis. Electrical design experience includes preparation of drawings and specifications, emergency standby generator systems, interior and exterior lighting, power factor correction and tool install. Instrumentation and control design experience includes preparation of drawings and specifications, P&ID diagrams, shop drawings for RTU units and PLC cabinets, and radio path surveys.

Kenneth Rudolph, P.E.

Senior Electrical Engineer

Kenneth has over nine years of electrical engineering experience in electrical power distribution and industrial control systems. While working largely in the oil and gas industry, Kenneth provided design and analysis of both medium and low voltage electrical power distribution systems within plants. This includes using computer models to provide short circuit calculations, protective device coordination, arc flash hazard analysis, and mitigation recommendations.

Michael Marlo II

Lead Electrical Engineering Technician

Michael has over 25 years in the electrical and electronics field where he began as a designer in Electrical and Controls Engineering and graduated into refined Project Management and Quality Management leadership in world-class manufacturing environments. Michael is skilled in many areas including Estimating and Proposal Management, Team Leader/Management, Electrical and Controls Engineering, Technical Writing, Computer Aided Design (CAD), Quality Management, Bid and Contract Award, Field Installation, Contract Management and Support, as well as Business Development.

Douglas A. Baxter

Electrical Engineering Technician

Douglas has over 30 years experience as an apprentice/journeyman electrician, foreman, electrical contractor, electrical inspector, National Electrical Code instructor and now Electrical Safety Specialist. Additionally, Douglas performs on-site arc-flash assessments that include initial data gathering for system studies as well as verifying electrical system models and one-line diagrams. Douglas unanimously was voted President of the Ohio Chapter, International Association of Electrical Inspectors (IAEI) for the period of 2010 to 2011. The Ohio Chapter is a division that includes the states of Ohio and West Virginia.

Paul Bessey

Electrical Engineering Technician

Paul has over 40 years’ experience in industrial, military, commercial, and residential electrical projects.  His expertise includes trouble shooting and developing industrial maintenance programs.  He has developed predictive and preventative maintenance programs and performed electrical safety inspections using thermal imaging and power quality instruments.  Paul is also an instructor for AVO Training Institute, Inc., teaching Infrared Thermography, Power Quality Harmonics, Short Circuit Analysis, and other courses.

Lewis Weaver

Electrical Eninereering Technician

Lewis Weaver has over 30 years of progressive experience at various levels with extensive knowledge of infrastructure support requirements.  A quick study and trusted by leadership to lead the most challenging and complex objectives, Lewis has years of hands-on experience, education, and documented success in maintenance and construction in power; over/underground medium-voltage distribution; substations and switch stations; street and security lighting systems; and managing medium-voltage projects, contracts, and programs.  He is a skilled communicator with the ability to clearly articulate technical information to non-technical personnel and has conducted countless training classes on medium-voltage safety during his Air Force career.
